Dear Applicants,

The USAID Competitive Economy Program (CEP), implemented by Chemonics International, is seeking grant applications for the implementation of activities to support the participation of Ukrainian businesses in international trade events, including overseas trade missions and visits to, and participation in, exhibitions, trade shows, conferences, conventions, business to business (B2B) meetings, and other business matchmaking events, as well as international trade events in Ukraine (e.g. incoming buyers missions, business conferences, innovation competitions, etc.). Participation of Ukrainian businesses in these activities will enable and facilitate the recovery and re-activation of export sales, investment attraction, increase access to foreign markets, investors and funding, and help identify new business opportunities to utilize. These efforts will help Ukrainian businesses to overcome disruptions caused by the war, ensure businesses continuity and resilience, as well as help SMEs to sustain business activities, grow globally and ultimately support Ukraine’s economy.

Non-governmental organizations and individual entrepreneurs/private enterprises are eligible for grant awards. Under this RFA, an individual entrepreneurs/private enterprise may apply on behalf of itself only or on behalf of other SME businesses as direct beneficiaries as well; in the latter case both the applicant selected for grant award and the beneficiary businesses must benefit from the grant activity. Non-governmental organization may apply on behalf of its members, and the applicant’s members must benefit through the launch, recovery, re-activation, and/or expansion of export operations and sales. USAID CEP also encourages individual entrepreneurs, private enterprises, industry groups, associations, and other BSOs to partner with the “Entrepreneurship and Export Promotion Office of Ukraine” (EEPO), and/or other government stakeholders to strengthen efforts and synergize for the successful implementation of activities.

USAID CEP anticipates awarding up to 1,500,000 USD through up to 30 anticipated grant awards, which may range from 20,000 USD to 75,000 USD, depending on the scope of the activity and final agreement with USAID CEP. The duration of each grant award under this solicitation is expected to be up to ten months, but none may extend beyond August 2023. The estimated start date for the first grants awarded under this solicitation will be in October 2022.

CEP will prioritize projects where USAID resources are leveraged with grantee contribution at a minimum of 30% of the total budget. Grantee contribution is activity costs financed with cash or in-kind contributions separate from CEP funding either provided by the Grantee or donated by other donors such as public international organizations, foreign governments, local and international institutions, private organizations, and individuals. The contribution will be included in the budget and grant agreement and will be the subject of technical reporting.

The application process will consist of a single stage. Applicants shall submit an application and a detailed grant budget. There are three deadlines for grant applications:

  • until August 19, 2022;
  • until September 30, 2022;
  • until December 15, 2022.
